Paradox Interactive’s latest immersion pack introduces dynamic Tsars, political upheaval and the Russian Civil War, expanding the historical grand strategy experience.
Victoria 3: State and Revolution is now available, bringing a new wave of historical and political content to Paradox Interactive’s grand strategy game.
Released on 5 November 2026, the paid DLC focuses on Russia’s transformation throughout the 19th and early 20th centuries, offering players new ways to manage the Russian Empire, navigate revolutionary movements and determine the country’s political future.
Developed by Paradox Development Studio, the immersion pack expands the existing Victoria 3 experience with character-driven rulers, dynamic revolutions, new historical events and additional cosmetic content.
Rule the Russian Empire Through a Century of Change
State and Revolution places greater emphasis on Russia’s rulers, introducing dynamic Journal Entries influenced by the personality and ambitions of the reigning Tsar.
Players must balance the demands of a vast empire against growing political unrest, deciding whether to maintain the traditional autocracy or pursue reforms that could reshape the country.
New mechanics allow rulers to appoint political favourites, influence government ideology and exile troublesome dissidents to Siberia.
However, these decisions can have lasting consequences, potentially laying the groundwork for future instability.
Revolution and Civil War Bring New Challenges
The DLC also expands the game’s revolutionary mechanics, allowing Russia’s political future to unfold differently depending on decisions made throughout a campaign.
Should the monarchy collapse, players may find themselves navigating the Russian Civil War, with opportunities to establish a communist government or pursue an alternative political system.
National identity also plays a greater role, with new content exploring Russification, Ukrainian and Belarusian cultural movements, and independence struggles involving Poland and other territories.
Additional Content and Visual Improvements
Alongside its historical and political features, State and Revolution introduces new characters, seasonal visual effects, building styles, interface elements and map cosmetics.
New music inspired by Imperial Russia and the revolutionary period also accompanies the expansion.
Players who own State and Revolution will additionally gain access to Journal Entries and events associated with The Great Game, previously introduced through the Sphere of Influence expansion.
State and Revolution DLC Available Now
Victoria 3: State and Revolution is available now for PC, priced at £12.99 in the UK.
The immersion pack can be purchased separately or accessed through the Victoria 3: Volume 3 expansion pass.
A copy of the original Victoria 3 game is required to play.
Players can purchase the DLC through Steam or explore the new content through the official Paradox Interactive expansion page.
For existing Victoria 3 players interested in exploring Russia’s turbulent history, State and Revolution offers new political challenges and opportunities to rewrite the course of the Russian Empire.
